Take control of your connectivity: Three tools every Luxembourg resident should know

Whether you’re switching providers, testing your internet speed, or navigating telecom offers, the Institut Luxembourgeois de Régulation (ILR) has got your back. With three dedicated tools – MyILR, SmartCompare, and CheckMyNet – Luxembourg’s telecom regulator stands for consumer empowerment through data, transparency, and practical access to information.

Since its creation in 1997, the ILR has worked to ensure that competition in formerly monopolised sectors – such as telecommunications, energy, and postal services – is real, fair, and beneficial to all. Its mission is to guarantee that every consumer has access to essential services on reasonable terms, in an open and competitive market. The ILR has introduced three tools in particular to make the digital market more transparent and to empower the user.

MyILR: Access all ILR services in one place

MyILR is a digital gateway to a range of ILR services. Whether you’re a private individual, a business, or a telecom provider, the platform offers direct and centralised access to market data, tariffs, mediation procedures, complaint mechanisms, and more.

“More than a simple website, MyILR acts as a one-stop shop for users navigating Luxembourg’s telecom and utilities landscape,” says Tom Meyers, Head of the Telecommunications Unit. The redesigned version of MyILR, launched in June 2025, offers a more intuitive interface, clearer language, and improved accessibility for users with different needs.

MyILR also offers direct links to interactive coverage maps, updated quarterly for 4G and 5G across operators. These maps show expected speeds based on geolocation (down to a 100m x 100m grid), helping users assess their provider’s performance or plan a move.A second map, covering fibre and cable network availability, provides insights at the communal and national level.

SmartCompare: Analyse and compare telecom offers

Choosing a mobile or internet plan can be confusing, especially when offers come with complex conditions. That’s where SmartCompare comes in. Launched in November 2024, SmartCompare provides a neutral and transparent comparison of telecom offers based on your own filters – like price, speed, operator, technology, or promotions.

“Don’t expect automated recommendations, this tool isn’t here to tell you what to pick,” explains Marc Kohll, ILR’s Head of Statistics. “Instead, it empowers you to make informed decisions based on your own preferences.”

Users can even generate an Excel or PDF report to compare offers side by side, making it ideal for both personal decisions and professional analysis. All the data is provided directly by operators, who are legally required to keep it up to date. “We work closely with providers to ensure accuracy, but users can also report errors directly on the platform,” Marc adds. “It’s a two-way system.”

Beyond helping individual consumers, SmartCompare encourages healthy competition by making market offers more visible and understandable.

ChekMyNet: Test your connection

Do you want to know if you’re getting the speed you pay for? CheckMyNet is ILR’s official tool to measure your internet performance, whether on mobile or fixed networks. Available via browser, mobile app, or desktop app, it provides detailed data on download and upload speeds, latency (ping), and network quality.

What sets it apart? Unlike most commercial speed tests, CheckMyNet connects directly to Luxembourg’s Internet Exchange Point, ensuring neutral, unbiased results. “Other speed tests might go through data centres abroad,” says Tom Meyers. “Ours gives the most reliable picture of what you actually get in Luxembourg.”

The app also includes quality of service tests – disabled by default due to their higher data consumption – which users can manually activate. “We strongly encourage users to do so to help build richer national statistics.” ILR also recommends measuring speeds via Ethernet cable, directly connected to your router, as Wi-Fi or outdated switches can distort the results.

CheckMyNet and SmartCompare can both be accessed directly from the MyILR platform, creating a single entry point for consumers looking for clear information and reliable services. The tools are available in French, English, and German – and CheckMyNet is also offered in Luxembourgish, making them accessible to everyone in Luxembourg.
